Download a language properties file

GET 
/qsystem/rest/config/languages/:locale/properties/:fileName

Download a language properties file. The downloaded file will be named XYZMessages_{locale}.properties

Locale must conform to the IETF BCP 47 standard, only the language part of the standard is supported.
